InTransit BC (ITBC) is a joint venture company equally owned by SNC-Lavalin (SNC), the Caisse de Dépôt et Placement du Québec (CDPQ), and the British Columbia Investment Management Corporation (bcIMC). In 2005, InTransit BC was contracted by CLCO and TransLink for the delivery of the Canada Line through a 35-year Design-Build-Finance-Operate public private partnership (P3).
As part of the largest P3 implemented in Canada and the first rail rapid transit P3 in the continent, InTransit BC is charged with designing, constructing, partially financing, operating, and maintaining the Canada Line under an operating license from TransLink through to the end of the agreement.
To finance its capital contribution to the Canada Line project for a total amount of $720 million, ITBC raised equity from its three shareholders, arranged a debt financing secured over a 28-year term from its lenders.
For the design and construction aspects of the Canada Line project, InTransit BC entered into a Design Build Agreement with SNC-Lavalin, a leading engineeringfirm that has been involved in many other rapid transit projects around the world. In addition, ITBC procured the services of ProTrans BC Operations Ltd. (ProTrans), a unit of SNC-Lavalin, to provide the operation and maintenance of the line.

InTransit BC was the 2009 recipient of the Gold Award for Infrastructure from the Canadian Council for Public-Private Partnerships.
ITBC also manages Canada Line’s ancillary activities, which encompass advertising, wireless networks, newspaper distribution, fibre optics, retail and a public art program.
